Notice & Action
Report illegal content on RainWillCome.
This form satisfies the EU Digital Services Act (Regulation 2022/2065) Article 16 notice-and-action obligation. It is also the channel for US Take It Down Act non-consensual- intimate-imagery removal requests, and for any other claim that content on RainWillCome is unlawful.
Three ways to report
1. In-app. If the content is a message in a team you are a member of, the fastest route is theReport link next to that message. It decrypts only the message you are reporting and sends it to our abuse team with your consent. No other messages are touched.
2. Email. Write to abuse@rainwillcome.com with the subject "DSA Article 16 notice". Include the items listed below.
3. NCII (non-consensual intimate imagery) removal. Email abuse@rainwillcome.com with the subject "Take It Down Act / NCII removal". We aim to act within 48 hours of receiving a sufficient notice.
What to include
For your notice to give us legal "actual knowledge" under DSA Article 16(3), and to make a fast decision possible, please include all of the following:
- A clear explanation of why you consider the content illegal, and under which law.
- The exact location of the content on RainWillCome, team UUID, message UUID if known, or skill-directory user-handle / profile.
- Your name and email address (you can request that we do not pass them on to the user who posted, unless the content is a personal-data violation against you or your child).
- A statement that you are submitting the notice in good faith and that the information you are providing is accurate and complete.
We may follow up to ask for more information before we act, especially if the legal basis is non-obvious.
What we will do
We will acknowledge receipt of your notice. We will review it. We will tell you the outcome and the reason, with a path to appeal the decision if you disagree.
Typical outcomes:
- Removal of the offending content, where the violation is clear.
- Account suspension of the user responsible, in severe cases or for repeat offenders.
- Mandatory report to NCMEC (CSAM) or to Offlimits / EOKM (CSAM, NL) where the law requires it.
- Referral to Dutch law enforcement where there is a serious risk to life or safety, per DSA Article 18.
- No action with a written reason, where we conclude the content is not illegal.
Both notice-submitters and content-authors can appeal a decision by writing to legal@rainwillcome.com within 30 days.
Time to act
We aim to act within 72 hours of receiving a complete notice. For NCII reports under the US Take It Down Act, we aim for 48 hours. For CSAM reports, we act immediately.
A note on encryption
Most content on RainWillCome is end-to-end encrypted under a key we do not hold. If your notice is about a chat message and you are not a member of the team where it appeared, we may not be able to verify the content without help, either from the original reporter, or from a member of the team using the in-app Report button. We will be honest with you about what we can and cannot see.
Bad-faith notices
Filing a notice you know to be inaccurate is itself a violation of our Acceptable Use Policy and may be unlawful under Dutch and EU law. Repeat bad-faith notice-submitters may have their accounts suspended under DSA Article 23.
If we take action against your content (DSA Art. 17)
When we restrict, remove, suspend, or demonetise content you posted, or restrict or terminate your account or your ability to monetise, we send you a statement of reasons, in plain language, that contains at minimum:
- What action we took, when it took effect, and (where relevant) for how long.
- The facts and circumstances we relied on, including whether the action followed a notice from someone else or our own detection, and whether automated tools were used.
- The legal ground or the contractual ground for the action, which clause of our Acceptable Use Policy or which law we relied on, with a short explanation of why your content fits that ground.
- How to appeal: a free, easy internal route by replying to the notice or writing to legal@rainwillcome.com within 6 months, and your right to use an out-of-court dispute settlement body or the courts in your country of residence.
We do not send a statement of reasons where it would be dangerous to do so (for example, where law requires us not to tip off a criminal investigation, or where the recipient is a person who has just been removed for terrorism or CSAM). We document those cases internally.
